人口老龄化背景下W县农村养老困境及对策研究

Research on the Plight and Countermeasures of Rural Old-Age Care in W County under the Background of Population Aging

摘要: 随着中国社会经济的快速发展和人口老龄化趋势的加剧，老年人日益增长的美好生活同养老事业发展不平衡不充分之间存在一定的矛盾，在农村，老年人养老问题日益突出。随着W县农村青壮年人口不断向城市转移、家庭规模小型化，致使家庭养老功能逐渐弱化，养老问题面临严峻的挑战。论文聚焦W县农村养老问题，在对W县农村养老现状进行分析的基础上梳理出养老资金保障不足、农村老年人养老思想观念滞后、医疗条件差，医疗服务缺失以及农村养老模式单一的问题，并提出提高养老的资金支持、转变老旧思想，丰富老人文娱生活、提高医疗服务水平，加强医疗服务供给以及建立多元的养老模式的对策，为人口老龄化背景下进一步缓解W县农村养老问题提供了相应的参考。

Abstract: With the rapid development of China’s social economy and the intensification of the aging trend of the population, there is a certain contradiction between the growing good life of the elderly and the unbalanced and inadequate development of the old-age service. In rural areas, the old-age service problem is becoming increasingly prominent. With the continuous transfer of the rural young and middle-aged population to the city and the miniaturization of family size in W County, the function of family pension is gradually weakened, and the problem of pension is facing severe challenges. This paper focuses on the problems of rural old-age care in W County. Based on the analysis of the current situation of rural old-age care in W County, it sorts out the problems of insufficient pension fund, lagging rural old-age care ideas, poor medical conditions, lack of medical services and single mode of rural old-age care, and proposes to improve the financial support for old-age care and change the old ideas. The countermeasures of enriching the recreational life of the elderly, improving the level of medical services, strengthening the supply of medical services and establishing a diversified pension model provide a corresponding reference for further alleviating the problem of rural pension in W County under the background of population aging.
