摘要: 涉罪未成年人异地社会调查制度以刑法个别化为基础，是少年司法制度的重要制度之一，也是对涉罪未成年人进行司法保护的重要依据。但由于规范层面的模糊，涉罪未成年人社会调查制度实施起来还面临着非强制性规定导致调查选择性开展、调查主体多元而分散、具体实施程序无系统规定、调查报告形式不统一性质不确定等诸多弊端。对此为健全异地社会调查制度，应当规范多元调查主体、规范社会调查实施程序、统一调查报告内容、完善异地联动机制。

Abstract: The cross-regional social investigation system for juvenile offenders is based on the principle of individualization in criminal law and is one of the important systems in the juvenile justice system. It is also an important basis for judicial protection of juvenile offenders. However, due to the vague regulations, the cross-regional social investigation system for juvenile offenders still faces many disadvantages in its implementation, such as the selective implementation of the investigation due to the lack of compulsory regulations, the diversity and dispersal of investigation subjects, the lack of systematic regulations on the implementation procedures, and the uncertainty of the content and nature of the investigation report. To improve the cross-regional social investigation system for juvenile offenders, we should standardize the diverse investigation subjects, standardize the implementation procedures of social investigation, unify the content of investigation reports, and improve the cross-regional coordination mechanism.
