人口老龄化背景下甘肃省农村养老保障体系建设研究

Research on the Construction of Rural Elderly Security System in Gansu Province under the Background of Population Aging

摘要: 随着农村青壮年劳动力进城务工，农村实际老龄化程度提高，探索构建养老保障体系的需求激增。本文立足于人口老龄化背景，以甘肃省农村养老保障体系为研究对象，深入探讨了农村养老保障体系的现状、困境和对策。研究发现，甘肃省农村养老保障体系建设有如下困境：农村老龄化程度高于城市、养老服务供需不平衡、农村家庭养老负担加重、农村老人精神文化生活匮乏。针对上述问题，为保障甘肃省农村老年人的生活质量，文章提出完善制度建设、强化资金保障、提升服务供给能力、加强人才队伍建设等对策，以期为加强甘肃省农村养老服务体系建设提供参考。

Abstract: With the rural young and middle-aged labor force to work in cities, the actual aging degree in rural areas has increased, and the demand for exploring the construction of old-age security system has surged. Based on the background of population aging, this paper takes the rural old-age security system in Gansu Province as the research object and deeply discusses the current situation, dilemma, and countermeasures of the rural old-age security system. The study found that the construction of rural old-age security system in Gansu Province has the following difficulties: the degree of aging in rural areas is higher than that in urban areas, the supply and demand of old-age service is unbalanced, the burden of rural families on old-age care is increasing, and the spiritual and cultural life of rural elderly is lacking. In view of the above problems, in order to guarantee the quality of life of the rural elderly in Gansu province, the paper puts forward countermeasures such as improving the system construction, strengthening the fund guarantee, enhancing the service supply capacity, and strengthening the construction of the talent team, so as to provide a reference for strengthening the construction of the rural elderly service system in Gansu Province.
