The Impact of Innovative Industry Clustering Policies in China’s National High-Tech Zones on the Transformation of Corporate Technological Achievements

摘要: 在全球创新驱动的大背景下，高新区作为关键载体，其创新型产业聚集政策对提升企业科技成果转化效率至关重要。本文旨在探讨中国各省市国家高新区创新型产业聚集政策对企业科技成果转化的影响，并提出相关政策建议。本研究使用2007~2022年A股上市公司数据为研究样本，以固定效应模型为基准回归方法，采用了大量的实证数据进行了研究。首先，通过对中国各省市国家高新区的创新型产业聚集政策进行实证分析，证实了这些政策对企业科技成果转化具有显著正向效应。进一步的稳健性检验和机制检验揭示了这些政策的影响路径和机制。异质性分析表明了政策效应在不同企业类型与区域中存在差异。基于研究结果，提出了加强政策导向、优化资源配置和强化政策执行等政策建议，以促进企业科技成果转化。

Abstract: In the context of global innovation drive, the high-tech zone is a key carrier, and its innovative industrial agglomeration policy is important to enhance the scientific and technological achievements of enterprises conversion efficiency is crucial. This paper investigates the impact of innovative industry clustering policies in China’s national high-tech zones (HTZs) on the transformation of corporate technological achievements and provides relevant policy recommendations. By analyzing data from A-share listed companies from 2007 to 2022 using a fixed-effects model, the study confirms that these policies have a significant positive effect on the transformation of technological achievements. Further robustness checks and mechanism tests reveal the pathways through which these policies exert their influence. Heterogeneity analysis indicates that the effects vary across different types of enterprises and regions. Based on these findings, the paper proposes policy suggestions such as strengthening policy guidance, optimizing resource allocation, and reinforcing policy implementation to promote the transformation of corporate technological achievements.
