摘要: 全域土地综合整治作为推动乡村振兴的重要举措，涵盖全要素、多目标的整治理念与实施路径。本文阐述了其内涵与目标，包括从农用地整理拓展至山水林田湖草综合整治、多主体参与及多渠道资金筹集等；介绍了整治方法，如统筹协调政策工具、聚焦三大任务推进五措并举、坚持以人为本共建共享；分析了未来发展方向，分为乡村旅游带动型、现代农业引领型、传统文化保护型；探讨了全域土地综合整治对人居环境质量提升的重大意义。

Abstract: Comprehensive land consolidation in the whole region is an important measure to promote rural revitalization, covering the concept and implementation path of consolidation with all factors and multiple goals. This paper expounds its connotation and goals, including the expansion from agricultural land consolidation to comprehensive consolidation of mountains, rivers, forests, fields, lakes and grasslands, multi-subject participation and multi-channel fund raising, etc.; introduces consolidation methods, such as coordinating policy tools, focusing on three major tasks to promote five measures, and adhering to people-oriented co-construction and sharing; analyzes the future development direction, which is divided into rural tourism-driven, modern agriculture-led, and traditional culture protection; and discusses the great significance of comprehensive land consolidation in the whole region to improving the quality of human settlement environment.
