基于SWOT-PEST分析模型的社区食堂发展策略分析

Development Strategy Analysis of Community Canteen Based on SWOT-PEST Analysis Model

摘要: 建设社区食堂是一项民生工程，是对二十大报告指出“实施积极应对人口老龄化国家战略，发展养老事业和养老产业”的积极响应。它不仅能够解决人民群众“急难愁盼”问题，丰富我国养老服务体系，还能创造就业机会，促进社会稳定。文章通过SWOT-PEST矩阵模型对社区食堂发展外部面临的机遇与威胁，以及内部存在的优劣势进行了系统性分析，发现社区食堂的发展离不开政府、企业、居民等多主体的参与。只有充分发挥各个主体的作用，整合可利用资源，扬长避短，锐意创新，才能克服社区食堂面临的发展不均衡、运营难、供需不匹配等问题，实现高质量发展。

Abstract: Building community canteens is a people-oriented project, and it is an active response to the report of the 20th National Congress that calls for “implementing a proactive strategy for aging population and developing elderly care and elderly industry”. It not only solves the “urgent, difficult, anxious and desired” problems of the people, enriches China’s elderly care service system, and creates employment opportunities, but also promotes social stability. The article systematically analyzes the external opportunities and threats, as well as the internal advantages and disadvantages of the development of community canteens through the SWOT-PEST matrix model. It is found that the development of community canteens cannot be separated from the participation of multiple subjects such as the government, enterprises, and residents. Only by fully leveraging the role of each subject and integrating available resources, capitalizing on strengths and overcoming weaknesses, and striving for innovation can we overcome the problems of uneven development, operational difficulties, and mismatched supply and demand in community canteens, and achieve high-quality development.
