基于灾害防御的西藏自治区气象服务法律实践与对策研究

Research on Legal Practices and Countermeasures of Meteorological Services in the Tibet Autonomous Region Based on Disaster Prevention

摘要: 文章聚焦西藏自治区气象灾害防御，深度剖析其气象服务法律实践中的关键问题。通过梳理西藏特殊地理环境与气象灾害特性，分析现有法律法规和监督评估机制，揭示西藏气象服务法律实践在法规针对性、监督实效性等方面的不足。并提出完善高原适配性立法、构建量化评估机制、推行藏汉双语普法与法律援助等对策，旨在为西藏气象灾害治理提供法治优化路径，同时为边疆民族地区应急管理法治化提供理论与实践参考。

Abstract: This study focuses on meteorological disaster prevention in the Tibet Autonomous Region, conducting an in-depth analysis of key issues in the legal practices of meteorological services. By examining the region’s unique geographical environment and the characteristics of meteorological disasters, the paper analyzes existing legal regulations and oversight mechanisms, revealing shortcomings such as a lack of specificity in regulations and ineffectiveness in oversight. To address these challenges, the study proposes countermeasures, including the development of plateau-adapted legislation, the establishment of quantitative evaluation mechanisms, and the promotion of bilingual legal education in Tibetan and Chinese alongside legal aid services. These recommendations aim to provide legal optimization pathways for meteorological disaster governance in Tibet while offering theoretical and practical insights for strengthening the legal framework for emergency management in ethnic border regions.
