社会支持理论视角下长期护理保险探讨——以杭州市T县为例

An Exploration of Long-Term Care Insurance from the Perspective of Social Support Theory—A Case Study of T County in Hangzhou City

摘要: 长期护理保险作为积极应对人口老龄化的一项重要制度安排，已成为支撑老年人健康体系的重要组成部分。2016年至今全国共计49个城市进行长期护理保险试点工作，T县作为浙江省率先试点长期护理保险制度的县市之一，其制度实践对于解决失能人员长期护理难题、减轻家庭负担具有重要意义。本文以T县为关注对象，通过社会支持理论分析探讨T县长期护理保险制度在保障失能人员基本生活等方面的显著成效，并指出了制度运行过程中存在的问题。

Abstract: As a significant institutional arrangement to actively address population aging, long-term care insurance has become an essential component of the elderly health support system. From 2016 to the present, a total of 49 cities across the country have piloted long-term care insurance. T County, as one of the pioneering counties in Zhejiang Province to implement the long-term care insurance system, has demonstrated the importance of its institutional practice in addressing the challenges of long-term care for disabled individuals and alleviating family burdens. This paper focuses on T County, analyzing and discussing the notable achievements of its long-term care insurance system in safeguarding the basic living standards of disabled individuals through the lens of social support theory. Additionally, it identifies existing issues in the operation of the system.
