Research on the Influencing Factors of the Willingness of Employees in Public Institutions to Participate in Personal Pensions

摘要: 人口老龄化的加速与养老保障需求的多元化，对我国现行养老保障体系提出了更为紧迫的改革要求。本文聚焦事业单位职工这一特殊群体，通过整合生命周期理论、社会认知理论与公共政策激励理论，系统剖析了其参与个人养老金意愿的影响因素及作用机制，并构建了“政府政策激励–单位制度支持–社会文化认同”的多层次协同提升框架。为我国多层次养老保障体系的完善贡献了政策协同与治理创新的样本，具有重要的理论价值与现实意义。

Abstract: The accelerated aging of the population and the diversification of pension security demands have posed more urgent reform requirements for China’s current old-age security system. This study focuses on employees in public institutions as a unique group, systematically analyzing the influencing factors and mechanisms underlying their willingness to participate in personal pensions by integrating lifecycle theory, social cognitive theory, and public policy incentive theory. It further constructs a multi-level collaborative enhancement framework of “government policy incentives-institutional support-sociocultural recognition.” By contributing a model of policy coordination and governance innovation, this research holds significant theoretical value and practical implications for improving China’s multi-tiered old-age security system.
