摘要: 随着科学技术的不断发展，数据已经逐渐地从普通的符号化记录变成了社会的核心生产要素。在当今社会，跨境电子商务平台迅速发展，电商数据跨境流动的频率正在不断地增加，电商数据跨境流动为社会带来了新的发展机遇，不过也产生了个人隐私安全等问题。电商数据跨境法律制度显得至关重要，现阶段应尽快加强电商数据跨境法律制度的研究，完善电商数据跨境相关的法律法规，建立消费者权益保护机制，将跨境电商的跨境数据安全流动问题进行规范化处理。

Abstract: With the continuous development of science and technology, data has gradually changed from ordinary symbolic records to the core production factors of society. In today’s society, cross-border e-commerce platforms are developing rapidly, and the frequency of cross-border flow of e-commerce data is increasing. The cross-border flow of e-commerce data brings new development opportunities for society, although it also generates problems such as personal privacy and security. The cross-border legal system of e-commerce data appears to be of vital importance, and at this stage, the research on the cross-border legal system of e-commerce data should be strengthened as soon as possible, the laws and regulations related to cross-border e-commerce data should be perfected, and the mechanism for the protection of consumers’ rights and interests should be established, so as to standardize the issue of the cross-border data security flow of the cross-border e-commerce.
