数字政府与电商平台的数字协同治理模式研究

Research on the Digital Collaborative Governance Model between Digital Government and E-Commerce Platforms

摘要: 随着数字化与信息化的快速发展，全球数字化发展已经成为政治、经济、文化等领域发展的主流方式，大数据、云计算、人工智能等新型数字化科学技术对于人类的生活发展，社会实践，生产活动带来了重要的推动作用，为人类认识世界和改造世界创造了新的方式，深刻改变了人类的生活生产方式。我国政府治理模式正处于从传统治理模式向数字政府进行转型的过程，存在数字政府的发展与社会数字化发展不匹配的情况，因而出现了数字素养不足、“数字鸿沟”等问题；电子商务模式等数字经济已然呈现成熟状态，自电商的经济方式在国内兴起，经济模式已然呈大规模转变状态。在现阶段的网络发展过程中已然出现许多数字政府与电子商务平台合作的案例，包括帮助建立数字政府平台、维护电子商务市场秩序、促进数字政府运行过程中的流畅等，但是在对于市场的数字治理过程中仍然存在不足，同时电子商务模式在发展与成熟过程中衍生出许多问题，其中包括对于用户的隐私保护不足、对于数据治理的不当、对于网络市场监管的缺失等。针对相应存在的问题，国家相关部门进行治理的关键在于“想不想”，相关电子商务平台能否治理妥当的关键在于“能不能”。本文利用协同治理理论进行分析，数字政府与电子商务平台的公私合作模式，对于现阶段的数字治理相关问题进行简要梳理并提出相应优化路径建议。

Abstract: With the rapid development of digitalization and information technology, global digital development has become the mainstream approach in various fields such as politics, economy, and culture. New digital technologies such as big data, cloud computing, and artificial intelligence have played a significant role in advancing human life, social practices, and production activities, creating new means for humanity to understand and reshape the world, profoundly altering human living and production methods. The governance model of our government is currently undergoing a transformation from traditional governance to digital government, resulting in a mismatch between the development of the digital government and social digitalization, leading to issues such as insufficient digital literacy and the “digital divide”. The digital economy, exemplified by e-commerce models, has already reached a mature state, and the rise of e-commerce as an economic model domestically has initiated a significant transformation in economic paradigms. In the present stage of network development, there have already been many examples of cooperation between digital governments and e-commerce platforms, including assistance in establishing digital government platforms, maintaining order in the e-commerce market, and facilitating the smooth operation of digital government processes. However, there are still deficiencies in the digital governance of the market, and the development and maturation of the e-commerce model have given rise to various issues, including insufficient protection of user privacy, improper data governance, and lack of supervision in the online market. Addressing these existing problems requires the relevant national departments to focus on the key question of “whether they wish to” govern effectively, while the ability of relevant e-commerce platforms to govern appropriately hinges on “whether they can”. This paper analyzes the public-private cooperation model between digital government and e-commerce platforms using collaborative governance theory, providing a brief overview of issues related to current digital governance and suggesting corresponding optimization paths.
