低生育率背景下县级妇幼保健院的发展探讨

Discussion on the Development of County-Level Maternal and Child Health Hospitals under the Background of Low Fertility Rate

摘要: 当前我国进入了低生育率时代，县级妇幼保健院作为保障母婴健康、促进人口质量提升的重要基层医疗卫生机构，面临多重挑战。本文指出在低生育率背景下，县级妇幼保健院面临主要问题包括资金短缺、医院运行效率低、资源配置有限及功能定位不明确等多重挑战。通过对现有文献的综合分析，本文提出了加大资金投入、提高运行效率、加强医疗资源配置、拓展业务范围、明确功能定位的措施。展望未来，县级妇幼保健院应发展专科特色，运用中医药于妇幼健康，参加县域医共体和医院联盟，继续发展互联网在医院的应用等方面来应对低生育率挑战。

Abstract: China has entered an era of low fertility rate. As important grassroots medical and health institutions for ensuring the health of mothers and infants and improving the quality of the population, county-level maternal and child health hospitals are facing multiple challenges. This paper points out that, under the background of low fertility rate, the main problems faced by county-level maternal and child health hospitals include shortage of funds, low operational efficiency, limited resource allocation, and unclear functional positioning. Through a comprehensive analysis of existing literature, this paper proposes measures such as increasing financial investment, improving operational efficiency, strengthening medical resource allocation, expanding business scope, and clarifying functional positioning. Looking to the future, county-level maternal and child health hospitals should develop specialized characteristics, apply traditional Chinese medicine to maternal and child health, participate in county medical consortia and hospital alliances, and continue to develop the application of the Internet in hospitals to address the challenges of low fertility rate.
