摘要: 在乡村振兴战略纵深推进背景下,农村电商已成为驱动乡村产业升级的核心引擎。本文系统剖析我国农村电商发展现状、演进历程及战略价值,揭示其通过优化产业结构、强化物流体系、促进资源对接显著赋能农业经济转型。研究表明,当前面临四大关键困境:基础设施短板(网络覆盖不足、物流冷链薄弱)制约运营效能;专业人才短缺(流失严重、技能错配)限制发展潜力;品牌意识缺失(溢价能力弱、市场竞争力不足)阻碍价值提升;信用体系缺位(违约率高、监管薄弱)威胁生态健康。针对上述问题,提出四维破解路径:一是构建“网络–物流”双轮驱动的基础设施体系,重点推进5G覆盖与智能冷链建设;二是建立“引育赋能”三位一体人才机制,通过政策激励与产教融合培育复合型电商队伍;三是打造“质量筑基–文化赋能–数字营销”的品牌增值链条,强化地理标志认证与全渠道渗透;四是形成“信用共享–联合惩戒–监管问责”的治理框架,依托信息平台打破数据孤岛。本研究为优化农村电商生态、释放乡村振兴动能提供理论参照与实践指南。
Abstract: Against the backdrop of the in-depth advancement of the rural revitalization strategy, rural e-commerce has become a core engine driving the upgrading of the rural industrial structure. This paper systematically analyzes the current development status, evolution process, and strategic value of rural e-commerce in China, revealing its significant empowerment of agricultural economic transformation through optimizing the industrial structure, strengthening the logistics system, and promoting resource matching. The research indicates that there are four key challenges: the shortage of infrastructure (insufficient network coverage and weak cold chain logistics) restricts operational efficiency; the shortage of professional talents (severe brain drain and skill mismatch) limits development potential; the lack of brand awareness (weak premium capacity and insufficient market competitiveness) hinders value enhancement; and the absence of a credit system (high default rate and weak supervision) threatens the health of the ecosystem. To address these issues, a four-dimensional solution path is proposed: first, build a dual-wheel-driven infrastructure system of “network-logistics”, with a focus on promoting 5G coverage and intelligent cold chain construction; second, establish a “attracting, cultivating and empowering talents” trinity talent mechanism, through policy incentives and industry-education integration to cultivate a composite e-commerce team; third, create a brand value-added chain of “quality foundation-cultural empowerment-digital marketing”, strengthening geographical indication certification and full-channel penetration; fourth, form a governance framework of “credit sharing-joint punishment-regulatory accountability”, relying on information platforms to break data silos. This study provides theoretical references and practical guidelines for optimizing the rural e-commerce ecosystem and releasing the driving force of rural revitalization.
