富顺县不可移动文物保护现状和存在问题分析

Analysis of the Current Situation and Existing Problems of Immovable Cultural Relics Protection in Fushun County

摘要: 本文基于第三次全国文物普查成果与第四次全国文物普查数据，结合实地调研与文献分析，梳理归纳了富顺县不可移动文物保护的现状，发现富顺不可移动文物保护工作面临经济发展挤压文物生存空间、私人产权文物保护存在“权责失衡”矛盾、基层保护力量薄弱及文物经费短缺等突出问题。在系统分析问题成因的基础上，笔者提出严格落实文物保护责任、提供文物保护政策支撑、紧抓文物保护队伍建设、保障文物保护经费投入、推动文物旅游融合发展等对策，为基层文物部门实现文化遗产系统性保护与可持续利用提供参考。

Abstract: Based on the achievements of the third national cultural relics census and data from the fourth national cultural relics census, supplemented by field investigations and literature analysis, this paper systematically reviews and synthesizes the current state of immovable cultural relics protection in Fushun County. It identifies several critical challenges facing the preservation of immovable cultural relics in Fushun, including economic development encroaching on the survival space of cultural relics, the imbalance of rights and responsibilities in cultural relics protection due to conflicts between public and private interests, insufficient grassroots protection capabilities, and a shortage of funding for cultural relics conservation. Through a comprehensive analysis of the root causes of these issues, the author proposes targeted strategies, such as rigorously enforcing protection responsibilities, enhancing policy incentives, strengthening professional team development, establishing a diversified financial support mechanism, and promoting the integrated development of culture and tourism. These measures aim to provide valuable references for the systematic protection and sustainable utilization of cultural heritage in grassroots areas with a high concentration of cultural relics.
