摘要: 四川泸州分水油纸伞历史悠久、源远流长，是具有典型性、代表性的文化瑰宝。首先，本文对泸州分水油纸伞背景和发展现状进行阐述；其次，采用元治理理论对泸州分水油纸伞进行系统的实践研究，探究多元主体协同治理机制。最后，提出了深化多感官型油纸伞文化体验模式、建设高素质综合人才队伍等转型策略，促进分水油纸伞非物质文化遗产的有效保护和民族文化事业的蓬勃发展。

Abstract: With a long and profound history, the Luzhou Fenshui oil-paper umbrella from Sichuan stands as a quintessential cultural treasure. Firstly, this paper elaborates on the background and current development status of the Fenshui oil-paper umbrella. Secondly, it employs meta-governance theory to conduct systematic practical research, exploring multi-stakeholder collaborative governance mechanisms. Finally, transformative strategies are proposed—including deepening multi-sensory cultural experience models and cultivating high-caliber professional teams—to promote the effective preservation of this intangible cultural heritage and foster the dynamic development of ethnic cultural endeavors.
