法语在非洲国际组织中的使用情况调查研究

Investigation on the Use of French Language by International Organizations in Africa

摘要: 在全球化背景下，语言作为国家软实力的象征，其在国际组织中的使用情况日益受到重视。本文通过建立“非洲国际组织法语使用情况分析框架”对32个非洲国际组织进行分类比较，研究法语在非洲的使用情况。研究发现不同领域与组织导向的非洲国际组织在法语的使用上存在差异；经济类组织以及内部导向型的综合类组织往往因法语的实用价值而选择其作为官方语言，而专业壁垒较高的组织则更偏好通用度较高的英语。通过对描绘法语使用率较高的非洲国际组织的“画像”，本文对中文在非洲大陆的传播提出建议：加强中方与非洲国家在经济领域中的合作交流；积极推动孔子学院等海外华校融入非洲教育体系；加强中国在全球科技领域中的地位来提升中文的语言价值。

Abstract: Under the background of globalization, language, as a symbol of a country’s soft power, is gaining more attention for its role in international organizations. This study classifies and compares 32 African international organizations using the “Analytical framework for French language use in international organizations in Africa”. It reveals that the use of French varies among these organizations based on their sectors and orientations. Economic organizations and internally oriented general-purpose ones often adopt French as an official language due to its practical value. However, organizations with high professional barriers tend to favor English for its wider usage. By profiling African international organizations with high French usage rates, the study offers suggestions for promoting Chinese on the African continent. These include strengthening economic cooperation between China and African countries, integrating Confucius Institutes and other overseas Chinese schools into Africa’s education system, and enhancing China’s global technological standing to boost the value of the Chinese language.
