冶金企业承包商安全管理的痛点分析与一体化管控体系构建——基于恶性循环机制破解与全过程责任落实的研究
Pain Point Analysis and Integrated Control System Construction for Contractor Safety Management in Metallurgical Enterprises—Research on Breaking the Vicious Cycle Mechanism and Implementing Whole-Process Responsibility
摘要: 在冶金企业业务外包常态化背景下,承包商作业人员规模已达自有员工的2~3倍,但其安全管理短板成为行业事故高发的核心诱因。本文通过事故溯源分析揭示四大痛点:一是恶性循环机制:低价中标压缩安全投入,叠加合同期风险转嫁,导致本质安全水平系统性下降;二是主体责任悬空:承包商管理缺位、现场力量薄弱;三是人员素质瓶颈:作业人员文化基础差、技能不足、流动性高;四是发包方管理粗放:职责边界不清、“以包代管”普遍。针对上述问题,提出承包商一体化管控体系:1) 前端防控:招标设定安全底线,合同嵌入强制解除条款;2) 过程闭环:三方准入审核、差异化培训、安委会纳入机制;3) 长效治理:推行“七同原则”,构建“发包–属地–安监”三级监管,建立动态退出机制;4) 创新性在于:破解“低价中标–风险转嫁”恶性循环,通过权责重构实现承包商与发包企业的风险共担,为冶金行业提供可推广的全链条管理范式。
Abstract: Against the backdrop of normalized outsourcing in metallurgical enterprises, contractor workforces now reach 2~3 times the size of in-house employees. However, shortcomings in safety management remain a core cause of frequent industry accidents. Through accident root cause analysis, this study identifies four major pain points: Vicious Cycle Mechanism: Low-price bidding compresses safety investments, compounded by risk transfer during contract execution systematically degrading inherent safety levels; Suspended Primary Responsibility: Contractors’ management absenceand inadequate on-site supervision; Workforce Competency Bottleneck: Workers’ limited education, insufficient skills, and high turnover; Owner’s Extensive Management: Unclear accountability boundaries and prevalent “outsourcing without supervision” practices. To address these issues, an Integrated Contractor Management System is proposed: 1) Pre-engagement Control: Establish safety baselines in bidding, embed mandatory termination clauses in contracts; 2) Process Closed Loop: Tripartite access review, differentiated training, integration into Safety Committees; 3) Long-term Governance: Implement the “Seven Identical Principles”, construct a three-tiered supervision system (Owner-Local Area-Safety Regulatory), and establish dynamic exit mechanisms; 4) The innovation lies in: Breaking the “low-price bidding-risk transfer” vicious cycle, achieving shared risk ownership through responsibility re-engineering, and providing a replicable full-chain management paradigm for the metallurgical industry.
