基于钻石模型理论“武医融合”在德阳市的创新发展研究

Innovative Development Research on the “Integration of Martial Arts and Medicine” in Deyang City Based on Diamond Model Theory

摘要: 2023年国家发布的《中医药振兴发展重大工程实施方案》与德阳市“十四五”规划的战略定位高度契合，为武医融合提供了新的发展机遇。本研究基于波特的钻石模型理论，通过文献分析、深度访谈与实地调查，揭示了德阳市在武医融合方面六大核心要素的现状与潜力。研究发现，德阳市虽拥有丰富的资源基础和庞大的市场驱动，但在武医融合服务的硬件资源和软资源上仍存在不足，且面临行业管理分割、医保支付障碍等制度性障碍，以及信息不对称、正外部性补偿缺位等市场失灵问题。为解决这些问题，本研究提出了三阶融合模型等实践创新方案，并设计了加强生产要素建设、优化需求侧结构、促进产业集群发展、突破制度性障碍和解决市场失灵问题等创新路径。这一研究不仅为德阳市的武医融合提供了理论指导和实践方案，也为其他地区的传统医学与体育产业的融合发展提供了有益借鉴。

Abstract: “The Implementation Plan for Major Projects to Revitalize Traditional Chinese Medicine Development” issued by the Chinese government in 2023 aligns closely with the strategic positioning of Deyang City’s “14th Five-Year Plan”, presenting new opportunities for the integration of martial arts and medicine (hereafter referred to as “Wuyi Integration”). Based on Porter’s Diamond Model Theory, this study employs literature analysis, in-depth interviews, and field investigations to examine the current status and potential of six core elements of Wuyi Integration in Deyang City. The findings reveal that while Deyang possesses a solid resource foundation and strong market demand, deficiencies remain in both hardware and software resources for Wuyi Integration services. Additionally, institutional barriers—such as fragmented industry management and obstacles in medical insurance reimbursement—as well as market failures, including information asymmetry and a lack of compensation for positive externalities, hinder progress. To address these challenges, this study proposes innovative solutions such as a three-stage integration model and designs pathways for development, including strengthening production factors, optimizing demand-side structures, fostering industrial clustering, overcoming institutional barriers, and resolving market inefficiencies. This research not only provides theoretical guidance and practical solutions for Wuyi Integration in Deyang but also offers valuable insights for the integrated development of traditional medicine and sports industries in other regions.
