中国–东盟跨境电子商务合作：现状、困囿与纾解

China-ASEAN Cross-Border E-Commerce Cooperation: Current Situation, Constraints and Solutions

摘要: 随着中国对外开放进程深化以及各国经贸往来日益紧密，跨境电子商务作为一种“新业态”成为我国外贸发展的新动力、传统行业转型升级的新渠道。当前中国与东盟跨境电子商务合作的前景广阔，但在基础实施建设、跨境支付与结算及制度规则协同等方面存在困囿格局。通过加强基础实施建设和一体化物流体系、推动跨境人民币支付系统工程建设及制度规则整合等纾解路径。以“共商共建共享”理论为指引，推动中国–东盟区域经济一体化发展有利于实现双方崇高理想的目标。

Abstract: With the deepening of China’s opening-up process and the increasingly close economic and trade exchanges among countries, cross-border e-commerce, as a “new business form”, has become a new driving force for China’s foreign trade development and a new channel for the transformation and upgrading of traditional industries. At present, the prospects for cross-border e-commerce cooperation between China and ASEAN are broad, but there are still constraints in areas such as infrastructure construction, cross-border payment and settlement, and the coordination of institutional rules. By strengthening infrastructure construction and integrated logistics systems, promoting the construction of cross-border RMB payment systems and the integration of institutional rules, and other solutions, the “co-deliberation, co-construction and co-sharing” theory can be used as a guide to promote the development of regional economic integration between China and ASEAN, which is conducive to achieving the lofty goals of both sides.
