数字经济背景下合肥科技创新双循环的数字化转型路径研究

摘要: 在数字经济快速发展和构建双循环新发展格局的时代背景下,科技创新的数字化转型已成为推动区域高质量发展的关键路径。本文以合肥市为研究对象,运用案例分析和理论建构相结合的方法,深入剖析其科技创新数字化转型的现状、挑战与路径选择。研究发现,合肥依托综合性国家科学中心等重大创新平台,在人工智能、集成电路、新能源汽车等战略性新兴产业领域已形成较强的数字化发展优势,但仍面临关键核心技术攻关能力不足、产业链协同度有待提升、国际化合作水平相对较低等现实挑战。通过对合肥综合性国家科学中心人工智能研究院的典型案例深度解析,总结提炼出数字化转型的成功经验与发展规律。在此基础上,构建了“平台引领、产业协同、开放融合、生态支撑”的四维转型路径模型,并从强化顶层设计、加大投入力度、突出重点领域、深化开放合作、优化发展环境等五个维度提出了系统性的政策建议。研究成果为合肥建设具有重要影响力的科技创新策源地提供了理论指导和实践路径,同时为其他同类城市推进科技创新数字化转型提供了有益借鉴。
Abstract: Under the backdrop of rapid digital economic development and the construction of a new dual-circulation development paradigm, the digital transformation of scientific and technological innovation has become a critical pathway for promoting high-quality regional development. This paper takes Hefei as a case study, employing a combined methodology of case analysis and theoretical construction to deeply examine the current status, challenges, and pathway choices of its sci-tech innovation digital transformation. The research finds that Hefei, leveraging major innovation platforms such as the Comprehensive National Science Center, has established strong digital development advantages in strategic emerging industries like artificial intelligence, integrated circuits, and new energy vehicles. However, it still faces practical challenges, including insufficient breakthroughs in core technologies, the need for improved industrial chain collaboration, and relatively low levels of international cooperation. Through an in-depth case analysis of the Artificial Intelligence Research Institute under Hefei’s Comprehensive National Science Center, this study summarizes successful experiences and developmental patterns of digital transformation. Building on this, a four-dimensional transformation pathway model is constructed, encompassing “platform leadership, industrial synergy, open integration, and ecological support”. Furthermore, systematic policy recommendations are proposed across five dimensions: strengthening top-level design, increasing investment, focusing on key sectors, deepening open cooperation, and optimizing the development environment. The research outcomes provide theoretical guidance and practical pathways for Hefei to build itself into an influential hub for sci-tech innovation, while also offering valuable insights for other similar cities advancing digital transformation in sci-tech innovation.
