摘要: 随着互联网和电子商务的迅速发展，网络药品销售模式成为药品流通的重要手段。当大众享受网络药品带来的便利时，亦暴露出“互联网 + 药品”模式中技术赋能下的本体性安全威胁、社会关系以及伦理秩序的冲击等风险，这些风险的核心是价值失序与治理滞后。因此，药品使用安全问题迫在眉睫，严重威胁到大众生命健康安全，销售者、第三方平台、消费者、监管部门等都面临巨大挑战。本文将从“互联网+”背景下医药行业的现状出发，介绍网络药品销售的运行模式，重点阐述网络药品销售带来的风险与挑战，并给予应对之策。

Abstract: With the rapid development of the internet and e-commerce, online drug sales have become a significant means of pharmaceutical distribution. While the public enjoys the convenience brought by online drug purchases, risks such as ontological security threats under technological empowerment, disruptions to social relations, and impacts on ethical order within the “Internet + Drugs” model have been exposed. The core of these risks lies in value disorder and governance lag. Consequently, drug safety issues have become urgent, posing severe threats to public health and life safety. Stakeholders, including sellers, third-party platforms, consumers, and regulatory authorities, face significant challenges. This paper begins with the current state of the pharmaceutical industry under the “Internet+” background, introduces the operational model of online drug sales, elaborates on the associated risks and challenges, and proposes corresponding countermeasures.
