乡村振兴背景下G县公共文化服务供给研究

Study on the Supply of Public Cultural Services in County G in the Context of Rural Revitalisation

摘要: 全面推进乡村振兴，不仅要实现物质层面的富裕，更要追求精神层面的富裕和乡村文明的全面提升。基本公共服务，特别是其中的公共文化服务，是连接物质振兴与精神振兴、赋能乡村全面发展的核心纽带。本文以四川省甘孜州G县作为研究对象，研究公共文化服务供给存在的问题和造成问题的原因进行分析，在此基础上提出构建内生 + 外援的可持续人才体系、建立输血 + 造血的财政保障模式、构建双向互动需求响应机制和实行“流动服务 + 数字覆盖 + 资源共享”三位一体策略。

Abstract: To promote rural revitalisation in a comprehensive manner, it is necessary not only to achieve affluence at the material level, but also to pursue affluence at the spiritual level and the overall enhancement of rural revitalisation. Basic public services, especially public cultural services, are the core link connecting material revitalisation and spiritual revitalisation and empowering comprehensive rural development. This paper takes G County of Ganzi Prefecture in Sichuan Province as the object of study, and analyses the problems and causes of public cultural service provision, on the basis of which it proposes the construction of a sustainable talent system of endogenous + external assistance, the establishment of a financial guarantee model of blood transfusion + blood creation, the construction of a two-way interactive demand response mechanism, and the implementation of a three-pronged strategy of “mobile service + digital coverage + resource sharing”.
