中国企业在东非复杂环境下的工程项目管理优化路径研究
Research on Optimization Paths of Engineering Project Management for Chinese Enterprises in the Complex Environment of East Africa
摘要: 在“一带一路”倡议持续深化背景下,越来越多的中国企业“走出去”参与国际大型基础设施项目。东非原油外输管道项目(EACOP)作为非洲区域能源互联互通的重要通道,是中资企业深度参与跨国工程建设的代表性项目之一。本文以EACOP项目LOT2标段为研究对象,聚焦中国工程企业在东非属地环境中如何通过组织策划、资源统筹、属地融合与精细管理等关键路径实现项目有序推进。结合项目实际,总结企业在应对复杂施工环境、突破资源瓶颈、提升协同效率方面的管理经验,为类似国际工程项目提供可复制、可推广的组织优化路径,助力中国企业持续提升国际工程执行能力与属地化运营水平。
Abstract: In the context of the Belt and Road Initiative’s continued expansion, an increasing number of Chinese enterprises are actively engaging in large-scale international infrastructure projects. The East African Crude Oil Pipeline (EACOP), as a critical component of regional energy interconnectivity in Africa, serves as a representative case of deep Chinese involvement in cross-border engineering construction. This study takes the LOT2 section of the EACOP project as a focal point to examine how Chinese engineering firms achieve orderly project advancement within the unique operational environment of East Africa. It explores key organizational strategies including integrated planning, resource coordination, local workforce integration, and refined project management. Drawing from practical field experience, the paper distills effective approaches for managing complex construction conditions, mitigating resource constraints, and enhancing cross-functional collaboration. The findings aim to offer a replicable and scalable framework for organizational optimization in international projects, thereby contributing to the sustained enhancement of Chinese enterprises’ global execution capacity and localization effectiveness.
