政府主导下北京市老旧社区适老化改造的研究

Research on the Elderly-Friendly Renovation of Old Communities in Beijing under the Government’s Leadership

摘要: 适老化改造是应对人口老龄化、完善养老服务体系的重要举措，也是推动政府与社会服务协调发展的关键环节。随着我国人口老龄化进程加速，老年人口规模持续扩大，养老服务需求呈现多元化、专业化趋势，传统的养老模式已难以满足新时代老年人的实际需求。在此背景下，适老化改造作为提升老年人生活质量、促进社会和谐发展的重要途径，其战略意义日益凸显。本文立足国家积极应对人口老龄化的战略布局，以及关于适老化改造的系列政策导向，以北京市为核心调研地区，探讨政府在适老化改造中所发挥的主导作用，分析“文医协调”(文化、医疗资源整合)模式对养老服务的优化路径。研究发现，适老化改造需以政府为支撑、以文医协调为纽带、以养老服务提质为目标，构建多主体协同推进机制。通过政策分析、实地考察与问卷调查，本文提出适老化改造的优化策略，为完善养老服务体系和促进老年友好型社会建设提供理论参考与实践指导。

Abstract: Elderly-friendly renovation is an important measure to cope with population aging and improve the elderly care service system, and it is also a key link to promote the coordinated development of government and social services. With the acceleration of China’s population aging process, the scale of the elderly population continues to expand, and the demand for elderly care services shows a trend of diversification and specialization. The traditional elderly care model has been difficult to meet the actual needs of the elderly in the new era. Under this background, as an important way to improve the quality of life of the elderly and promote the harmonious development of society, the strategic significance of elderly-friendly renovation has become increasingly prominent. Based on the national strategic layout of actively responding to population aging and the series of policy orientations regarding elderly-friendly renovation, and taking Beijing as the core research area, this paper discusses the leading role played by the government in elderly-friendly renovation, and analyzes the optimization path of the “cultural-medical coordination” (integration of cultural and medical resources) model for elderly care services. The research finds that elderly-friendly renovation needs to take the government as the support, cultural-medical coordination as the link, and the improvement of elderly care service quality as the goal, and build a multi-subject collaborative promotion mechanism. Through policy analysis, field investigations, and questionnaires, this paper proposes optimization strategies for elderly-friendly renovation, providing theoretical reference and practical guidance for improving the elderly care service system and promoting the construction of an elderly-friendly society.
