数字时代青年赋能乡村振兴的机理、困境与进路

The Mechanism, Dilemma and Approach of Youth Empowerment for Rural Revitalization in the Digital Age

摘要: 在数字时代背景下，青年以数字素养激活乡村发展新动能，乡村则为青年提供成长发展新空间，二者在此过程中双向赋能、协同共进。在全面推进乡村振兴进程中，青年可围绕产业、人才、文化、生态、组织五大维度，以数字化创新实践赋能乡村发展。但受限于自身参与意愿不强和数字能力不足，以及乡村数字应用基础与服务支撑的欠缺，加之相关制度保障体系不完善，青年在数字乡村建设中的潜力未能充分发挥。为切实释放青年运用数字力量助力乡村振兴的动能，可着重从加强思想引导、优化实践环境、提升数字能力以及完善制度体系四个维度推进关键举措。

Abstract: In the context of the digital age, young people activate new momentum for rural development with their digital literacy, while rural areas provide a new space for the growth and development of young people, and the two empower each other and make progress in coordination in this process. In the process of comprehensively promoting rural revitalization, young people can empower rural development through digital innovation practices around the five dimensions of industry, talent, culture, ecology, and organization. However, due to constraints such as their weak participation willingness, insufficient digital capabilities, deficiencies in rural digital application infrastructure and service support, as well as the imperfection of relevant institutional guarantee systems, the potential of young people in digital rural construction has not been fully exerted. To effectively unleash the momentum of young people in leveraging digital strength to facilitate rural revitalization, key measures can be promoted focusing on the four dimensions of strengthening ideological guidance, optimizing practical environment, improving digital capabilities, and perfecting the institutional system.
