社区智慧养老视域下养老服务的困境与纾困对策

Difficulties and Relief Strategies of Elderly Care Services under the Perspective of Community-Based Smart Elderly Care

摘要: 随着智慧养老的快速推进，老年人在使用数字技术时面临的“数字排斥”问题日益突出，影响其公共服务的可及性和生活质量。本文从技术适老化不足、服务体系不完善和数字素养偏低等方面分析数字排斥的成因。老年人因产品设计不合理、服务支持缺乏以及数字技能不足，难以顺利使用智慧养老服务。同时，文化环境和社会支持不足也加剧了这一问题。针对这些困境，本文提出完善制度保障、推动技术适老化、加强教育培训、优化文化环境和促进多方协同等对策，旨在帮助老年人更好地融入数字社会，推动智慧养老的公平化和普惠化发展，提升老年人的生活质量。

Abstract: With the rapid advancement of smart elderly care, the issue of “digital exclusion” faced by older adults when using digital technologies has become increasingly prominent, affecting their access to public services and quality of life. This paper analyzes the causes of digital exclusion from the perspectives of inadequate technology adaptation for the elderly, an imperfect service system, and low digital literacy. Due to unreasonable product design, lack of service support, and insufficient digital skills, older adults find it difficult to effectively use smart elderly care services. At the same time, the lack of a supportive cultural environment and social backing further exacerbates the problem. In response to these challenges, this paper proposes countermeasures including improving institutional guarantees, promoting technology adaptation for the elderly, strengthening education and training, optimizing the cultural environment, and fostering multi-stakeholder collaboration. The aim is to help older adults better integrate into the digital society, promote fairness and inclusiveness in smart elderly care, and improve their quality of life.
