论跨境电商中的文化与政策差异存在的挑战与应对策略
On the Challenges and Countermeasures of Cultural and Institutional Differences in Cross-Border E-Commerce
摘要: 跨境电商随着全球数字经济的快速发展,已然成为国际贸易的强大引擎和全球消费市场的重要支柱。作为数字经济时代国际贸易中极具活力的商业形态,其正影响着全球商业格局的变化。然而,在蓬勃发展的全球网络电商背后却存在着文化与政策的冲突,主要体现为“全球性”与“本土性”的内在张力,即根深蒂固的文化差异与错综复杂的政策壁垒构成了其可持续发展的核心障碍。本文从跨境电商在语言沟通、消费心理、社会规范、技术标准及平台治理等多个维度所面临的文化与政策差异出发并进行深度剖析,在此基础之上提出跨文化管理、合规经营与本土化战略等“多层次协同治理”的策略框架,旨在为跨境电商企业、行业组织提供理论参考和实践指南,助推跨境电商企业实现可持续发展。
Abstract: Cross-border e-commerce, with the rapid development of the global digital economy, has become a powerful engine for international trade and an important pillar of the global consumer market. As a highly dynamic business form in international trade in the digital economy era, it is influencing the changes in the global business landscape. However, behind the booming global online retail, there exist cultural and institutional conflicts, mainly manifested as the internal tension between “globality” and “locality”, that is, deep-rooted cultural differences and complex institutional barriers constitute the core obstacles to its sustainable development. This article starts from the cultural and institutional conflicts faced by cross-border e-commerce in multiple dimensions such as language communication, consumer psychology, social norms, technical standards, and platform governance, and conducts an in-depth analysis. On this basis, it proposes a “multi-level collaborative governance” strategy framework including cross-cultural management, compliance operation, and localization strategy, aiming to provide theoretical references and practical guidelines for cross-border e-commerce enterprises and industry organizations, and promote the sustainable development of cross-border e-commerce enterprises.
