双重预防机制下安全检查电子化管理体系构建研究

Research on the Construction of Electronic Management System for Safety Inspections under the Dual Prevention Mechanism

摘要: 民航安全是交通运输领域的核心底线，构建安全风险分级管控和隐患排查治理双重预防机制(以下简称“双重预防机制”)，是践行“人民至上、生命至上”理念的关键举措。安全检查作为双重预防机制落地的核心抓手，其记录管理的完整性、及时性直接影响风险防控效能。当前安全检查记录存在“纸质 + 电子”分散存储、查找繁琐、信息易缺失等痛点，制约了安全管理效率。本文通过分析安全检查的内容体系与传统管理短板，提出电子化记录与集中存储的解决方案，明确系统设计思路、实施价值及分阶段推广路径，为提升民航双重预防机制落地成效、强化安全风险前置防控提供实践参考。

Abstract: Civil aviation safety is the core bottom line in the field of transportation. The construction of a dual prevention mechanism for safety risk classification and control as well as hidden danger investigation and management (hereinafter referred to as the “Dual Prevention Mechanism”) is a key measure to practice the concept of “putting people and lives first”. As the core means to implement the Dual Prevention Mechanism, safety inspection has its record management integrity and timeliness, directly affecting the effectiveness of risk prevention and control. At present, safety inspection records have pain points such as scattered storage in “paper + electronic” form, cumbersome searching, and easy information loss, which restrict the efficiency of safety management. By analyzing the content system of safety inspections and the shortcomings of traditional management, this paper proposes a solution of electronic recording and centralized storage, clarifies the system design ideas, implementation value and phased promotion path, and provides practical reference for improving the implementation effect of the dual prevention mechanism in civil aviation and strengthening the proactive prevention and control of safety risks.
