数字社会工作介入社区治理浅析

A Brief Analysis of Digital Social Work’s Intervention in Community Governance

摘要: 本文探讨了数字社会工作在社区治理中的介入模式及其面临的挑战与机遇。随着信息技术的迅猛发展，数字社会工作通过大数据、物联网和人工智能等技术手段，重塑了社区服务供给模式，提升了治理的精细化、智能化与人性化水平。其核心价值在于精准识别居民需求、优化治理流程、拓展居民参与渠道，并推动跨部门协同联动。然而，数字社会工作也面临着“数字鸿沟”、数据安全与隐私保护、技术与人文关怀的张力、治理惯性与路径依赖以及技术迭代与可持续性等挑战。文章提出了数据驱动的精准治理模式、平台赋能的协同治理模式和人本导向的柔性治理模式三种实践模式，并强调未来社区治理需构建更具包容性、安全性与人文温度的数字治理生态，以推动社区治理现代化转型，实现共建共治共享的基层治理新格局。本文运用多案例研究法综合分析数字社会工作在发展中的机遇以及面临的挑战，本文选择诸多在日前已进行数字社会工作治理的社区为例进行研究，通过案例分析等方法，为研究的可靠性提供方法论支撑。

Abstract: This paper explores the intervention models of digital social work in community governance and the challenges and opportunities it faces. With the rapid development of information technology, digital social work has reshaped the community service supply model through big data, the Internet of Things, and artificial intelligence, enhancing the refinement, intelligence, and humanization of governance. Its core value lies in accurately identifying residents’ needs, optimizing governance processes, expanding residents’ participation channels, and promoting cross-departmental collaboration. However, digital social work also confronts challenges such as the “digital divide”, data security and privacy protection, the tension between technology and humanistic care, governance inertia and path dependence, and technological iteration and sustainability. The paper proposes three practical models: data-driven precise governance, platform-enabled collaborative governance, and human-oriented flexible governance. It emphasizes that future community governance needs to build a more inclusive, secure, and humanistic digital governance ecosystem to promote the modernization of community governance and achieve a new pattern of co-construction, co-governance, and shared benefits in grassroots governance. This paper uses a multi-case study method to comprehensively analyze the opportunities and challenges faced by digital social work in its development. It selects several communities that have already implemented digital social work governance as examples for research, providing methodological support for the reliability of the study through case analysis and other methods.
