The Current Situation of Intellectual Property Service Industry Practitioners in Henan Province and Suggestions for Sustainable Development

摘要: 本研究基于河南省知识产权服务业从业人员现状，系统分析了当前行业所面临的高端复合型人才短缺、培养体系不健全、区域发展失衡、人才发展吸引力不足的结构性矛盾。针对上述问题，提出实施“梯度化”人才培养工程、构建“政产学研金服用”融合生态、创新“多元化”激励保障机制、推动“数字化与区域化”协同布局的解决方案。通过研究旨在为提升河南省知识产权服务业在中西部地区的区域竞争力提供实践路径，同时为其他面临相似发展问题的区域提供借鉴参考。

Abstract: Based on the current situation of the intellectual property service industry practitioners in Henan Province, this study systematically analyzed the structural contradictions faced by the industry, including the shortage of high-end compound talents, the incomplete training system, the imbalance in regional development, and the insufficient attractiveness for talent development. In response to these issues, the study proposed solutions such as implementing a “gradient” talent cultivation project, building an integrated ecosystem of “government, industry, academia, research, finance, service, and use”, innovating a “diversified” incentive and guarantee mechanism, and promoting a coordinated layout of “digitalization and regionalization”. The research aims to provide practical paths for enhancing the regional competitiveness of the intellectual property service industry in Henan Province in the central and western regions, and also offer reference for other regions facing similar development problems.
