县域农村电商冷链物流体系的现状与优化对策

The Current Situation and Optimization Countermeasures of the Cold Chain Logistics System for Rural E-Commerce in County Areas

摘要: 本文旨在系统研究中国县域农村电商冷链物流体系的发展现状、核心困境及优化路径。研究基于供应链管理、技术采纳与制度经济学的整合视角，深入剖析县域冷链物流发展滞后的深层机理。研究发现，基础设施的空间非均衡性、中小经营主体的技术采纳壁垒以及政策与市场协同失灵，是制约体系效能的关键症结。据此，本文提出强化县域冷链基础设施网络建设、推动适宜性技术扩散与应用、创新多主体协同治理模式等系统化对策，以助推县域农村电商高质量发展，为乡村振兴与农业农村现代化提供理论参考与实践路径。

Abstract: This paper aims to systematically study the development status, core dilemmas, and optimization paths of the cold-chain logistics system for rural e-commerce in Chinese countries. Based on an integrated perspective of supply chain management, technology adoption, and institutional economics, this research delves deep into the underlying mechanisms for the lagging development of county-level cold-chain logistics. The study reveals that the spatial non-equilibrium of infrastructure, the technology adoption barriers faced by small and medium-sized business entities, and the failure of policy-market synergy are the key bottlenecks restricting the system’s effectiveness. Accordingly, this paper proposes systematic countermeasures such as strengthening the construction of the county-level cold-chain infrastructure network, promoting the diffusion and application of appropriate technologies, and innovating the multi-subject collaborative governance model to boost the high-quality development of rural e-commerce in counties, and to provide theoretical references and practical paths for rural revitalization and agricultural and rural modernization.
