Research on Legal Protections for the Development of Rural E-Commerce under the Rural Revitalization Strategy

摘要: 乡村振兴背景下，农村电商在推动经济发展的同时，也因法律保障体系滞后而面临严峻挑战。这些挑战不仅侵蚀了市场公平竞争的根基，也损害了消费者的合法权益。本文剖析了其在经营主体资格、产品质量、消费维权等方面的法律困境及其成因，提出应通过完善立法、创新监管、健全信用体系和优化纠-纷解决机制，构建系统的法律保障。其核心在于压实电商平台的主体责任，并构建政府、平台与社会协同共治的新格局，旨在确保农村电商在法治轨道上健康发展，从而更好地服务于乡村振兴战略。

Abstract: Against the backdrop of the Rural Revitalization Strategy, while rural e-commerce is a key driver of economic development, it also faces severe challenges due to a lagging legal guarantee system. These challenges not only erode the foundation of fair market competition but also harm the legitimate rights and interests of consumers. This paper analyzes the legal dilemmas and their causes in areas such as business entity qualification, product quality, and consumer rights protection. It proposes the construction of a systematic legal guarantee by improving legislation, innovating supervision, strengthening the credit system, and optimizing dispute resolution mechanisms. The core of this approach lies in compacting the primary responsibilities of e-commerce platforms and constructing a new framework of co-governance by the government, platforms, and society, aiming to ensure the healthy development of rural e-commerce on a legal track, thereby better serving the Rural Revitalization Strategy.
