“基础设施”概念及功能演变的话语历史分析

A Discourse-Historical Approach to the Conceptual and Functional Evolution of “Infrastructure”

摘要: 基础设施作为推动经济社会持续进步、提升民众生活品质的关键基石，是国家发展战略不可或缺的支撑力量。近年来，随着基础设施建设的蓬勃发展，其内涵与外延亦发生了深刻转型。本文采用话语历史分析系统梳理了2008~2024年间国务院发布的官方文件，借助Python进行关键词分析，旨在深入剖析基础设施政策话语是如何紧密嵌入国家发展进程与治理现代化的历史脉络之中的。研究发现，“基础设施”在概念和功能方面都产生了嬗变。从概念层面来看，基础设施正逐步转型为新型基础设施，并且“新基建”这一概念也逐渐成为国家政策文件中的关键词。在功能维度上，基础设施的演变已从单一的物理建设迈向了复杂的系统集成与智能化管理的新阶段。

Abstract: Infrastructure, as the cornerstone of promoting sustainable economic and social progress and enhancing people’s quality of life, is an indispensable support force for national development strategies. In recent years, with the vigorous promotion of infrastructure construction, its connotation and denotation have also undergone profound transformations. Adopting the unique perspective of discourse historical approach, this paper systematically sorts out the official documents issued by the State Council from 2008 to 2024 and utilizes Python for keyword analysis, aiming to delve into how the discourse of infrastructure policies is intimately embedded in the historical context of national development and governance modernization. Research has found that changes have occurred in the concept and functions of “infrastructure”. From the conceptual perspective, infrastructure is gradually transforming into new infrastructure, and the concept of “new infrastructure” has also increasingly become a key term in national policy documents. In terms of functionality, the evolution of infrastructure has shifted from simple physical construction to a new stage of complex system integration and intelligent management.
