云南省银发经济发展的财税政策优化研究

Research on Optimization of Fiscal and Tax Policies for the Development of Yunnan’s Silver Economy

摘要: 在人口老龄化、少子化、不婚化现象日益严重的背景下，研究银发经济发展的财税政策优化路径，探索云南银发经济差异化、特色化、可持续发展道路，可以为云南实现银发经济高质量发展、乡村全面振兴奠定基础。论文从气候宜人、丰富多样的食物供给、生态环境良好、独特的多元文化、旅游资源富集、区位优势明显等6方面分析了云南省发展银发经济的有利条件。在此基础上提出了编制银发经济发展专项规划、特色产品研发与供给、市场主体发展、科技创新和技术推广、加强宣传推介、补链强链、政策整合等7项云南银发经济发展的财税政策优化建议。

Abstract: Against the backdrop of increasingly severe population aging, declining birth rates, and rising rates of non-marriage, this research explores pathways to optimize fiscal and tax policies for the development of the silver economy. It aims to chart a course for Yunnan characterized by distinctive, unique, and sustainable development in this sector. Success in this endeavor would lay the groundwork for Yunnan to achieve high-quality development in its silver economy and comprehensive rural revitalization. The paper analyzes Yunnan’s advantageous conditions for developing its silver economy across six dimensions: a pleasant climate, abundant and diverse food supplies, a favorable ecological environment, unique multiculturalism, rich tourism resources, and significant geographical advantages. Building upon this analysis, it proposes seven recommendations for optimizing Yunnan’s fiscal and tax policies concerning the silver economy: 1) formulating a specialized development plan for the silver economy; 2) developing and supplying specialized products; 3) fostering market entities; 4) promoting scientific innovation and technology adoption; 5) strengthening promotional efforts; 6) strengthening industry chains; and 7) integrating relevant policies.
