Abstract: In recent years, the cultural and tourism industries have become increasingly interconnected. As a historically and culturally renowned city intrinsically linked to water resources, Huai’an shares a profound connection with Han Xin “The Marquis of Huaiyin” who was renowned for his strategic mastery of aquatic warfare. This study examines the historical and spirit legacy of Han Xin, the relationship between the historical and spirit legacy of Han Xin and Huai’an Culture through geography and culture, while also assessing the current state of Han Xin themed tourism sites in Huai’an. The research proposes the development of an integrated “The Han Xin Park” project, featuring an immersive interactive theme park centered on the Chu-Han contention historical period, culturally engaging educational activities, and innovative cultural product designs leveraging the Han Xin IP with digital enhancements. This initiative aims to cultivate and promote heroic narratives emblematic of Chinese civilizational values, thereby injecting cultural vitality into the integrated development of cultural tourism.
