嵌入式治理:基层政府推动农村电商发展的实践逻辑——基于独山县案例剖析
Embedded Governance: The Practical Logic of Grassroots Governments Promoting Rural E-Commerce Development—A Case Study Analysis of Dushan County

摘要: 本文以嵌入式治理理论为分析框架,通过对贵州省独山县农村电商发展的个案剖析,系统探讨了基层政府推动农村电商高质量发展的实践逻辑与内在机制。研究发现,基层政府通过政治嵌入、关系嵌入、结构嵌入与资源嵌入四重路径,构建了多层次、系统化的治理体系:在政治层面实现政策传导与制度创新,在关系层面培育多元主体协同网络,在结构层面优化服务体系与产业链布局,在资源层面强化要素整合与能力建设。四维嵌入相互支撑、协同作用,共同推动农村电商从“外部输血”向“内生造血”转变。独山县的实践表明,嵌入式治理不仅是基层政府适应数字乡村治理需求的有效路径,也为理解政府与市场、社会互动关系提供了新视角。本研究为优化农村电商治理策略、促进乡村振兴提供了理论参考与实践启示。
Abstract: This paper employs embedded governance theory as its analytical framework. Through a case study of rural e-commerce development in Dushan County, Guizhou Province, it systematically examines the practical logic and underlying mechanisms by which grassroots governments promote high-quality rural e-commerce development. Research findings reveal that grassroots governments have constructed a multi-layered, systematic governance framework through four pathways: political embedding, relational embedding, structural embedding, and resource embedding. At the political level, they achieve policy transmission and institutional innovation; at the relational level, they cultivate collaborative networks among diverse stakeholders; at the structural level, they optimize service systems and industrial chain layouts; and at the resource level, they strengthen factor integration and capacity building. These four dimensions mutually support and synergize, collectively propelling rural e-commerce from “external blood transfusion” to “endogenous blood generation”. Dushan County’s practice demonstrates that embedded governance not only serves as an effective pathway for grassroots governments to adapt to digital rural governance demands but also offers new perspectives on understanding the interactive relationship between government, market, and society. This study provides theoretical references and practical insights for optimizing rural e-commerce governance strategies and promoting rural revitalization.
