摘要: 健全的法治保障是优化营商环境的基础，通过为企业提供规则明确、预期稳定的发展空间，来保障企业良好运转。作为社会主义市场经济的重要组成部分，民营经济的健康发展涉及三大关键权益：首先民营企业及经营者的人身财产权益安全，是保障市场主体开展经营活动的基本前提；其次知识产权等涉及企业核心竞争力的发展权益，是民营经济实现高质量发展的核心动力；最后是民营企业合理诉求得到有效反馈与解决，是整个行业发展进步的关键环节。因此必须健全民营经济权益保护的法治体系，构建民营企业权益全方位的保障机制。

Abstract: A sound legal framework is fundamental to optimizing the business environment. It ensures the effective operation of enterprises by providing a development space with clear rules and stable expectations. As an essential component of the socialist market economy, the healthy development of the private sector hinges on the protection of three key rights and interests. Firstly, the security of the personal and property rights of private enterprises and their operators is a basic prerequisite for market entities to engage in business activities. Secondly, development rights, such as those concerning intellectual property which relate to core competitiveness, serve as the central driving force for high-quality development within the private sector. Finally, the effective feedback and resolution of the legitimate appeals of private enterprises are crucial for the progress and advancement of the entire industry. Therefore, it is imperative to improve the legal system for protecting the rights and interests of the private economy and establish a comprehensive safeguard mechanism for the rights and interests of private enterprises.
