长期护理保险的“数字赋能”:基于O2O平台的服务模式创新与效应研究
The “Digital Empowerment” of Long-Term Care Insurance: Research on the Innovation of Service Model and Its Effects Based on O2O Platform
摘要: 我国人口老龄化程度不断加深,长期护理保险试点范围逐步扩大,失能照护服务碎片化、信息不对称与照护服务供给监管困难等问题突出。本文在理论层面主要基于交易成本理论和平台经济学原理,构建“信息–匹配–监管”的框架,结合2024~2025年的多个试点地区实践经验,分析O2O模式对长护险服务创新模式和效应研究。研究结果表明,该模式可以通过整合资源、智能匹配与数字化监管等手段,推动服务模式从传统的“人找服务”向“服务找人”转变。该模式可以提升服务可及性,还能有效控制了交易成本。可以通过声誉机制来优化照护服务的质量,为银发经济注入活力。对此,建议政府部门完善制度标准与监管体系,大数据平台企业加强服务标准化与数据安全建设,照护服务机构则应积极参与数字化转型。
Abstract: China’s aging population is continuously deepening, and the pilot scope of long-term care insurance is expanding. However, problems such as fragmented care services for the disabled, information asymmetry, and difficulties in the supervision of care service supply are prominent. This paper mainly constructs a framework of “information-matching-supervision” based on transaction cost theory and platform economics principles at the theoretical level. It combines the practical experience of multiple pilot regions in 2024~2025 to analyze the O2O model’s innovative service model and effects in long-term care insurance. The research results show that this model can promote the transformation of the service model from the traditional “people seeking services” to “services seeking people” through means such as resource integration, intelligent matching, and digital supervision. This model can enhance service accessibility and effectively control transaction costs. It can also optimize the quality of care services through a reputation mechanism, injecting vitality into the silver economy. Therefore, it is suggested that the government departments improve the system standards and regulatory system, big data platform enterprises strengthen service standardization and data security construction, and care service institutions should actively participate in digital transformation.
