数字时代公共数据授权运营中的用户隐私保护机制研究

Research on User Privacy Protection Mechanisms in the Authorized Operation of Public Data in the Digital Age

摘要: 数字时代，公共数据授权运营成为激活数据要素价值、推动数字经济发展的重要途径。这一过程中用户隐私保护面临严峻挑战。基于隐私控制理论及利益平衡理论，系统分析公共数据授权运营中的隐私泄露风险，提出从法律规制、技术防护、监管机制及社会协同四个维度构建用户隐私保护机制，为完善我国公共数据治理体系提供理论支撑与实践路径。

Abstract: In the digital age, the authorized operation of public data has become an important way to activate the value of data elements and promote the development of the digital economy. However, user privacy protection faces severe challenges in this process. Based on the theories of privacy control and interest balance, this paper systematically analyzes the privacy leakage risks in the authorized operation of public data, and proposes to construct a user privacy protection mechanism from four dimensions: legal regulation, technical protection, supervision mechanism and social coordination. It provides theoretical support and practical paths for improving China’s public data governance system.
