摘要: 随着互联网金融与国际贸易的持续融合，跨境支付成为全球资金流动与贸易便利化的重要通道。本文聚焦于跨境支付的合规性问题，从法律、经济与信息技术交叉学科视角出发，系统梳理近三年核心期刊中对金融科技监管、数据治理和支付合规机制的相关研究成果。在此基础上，明确提出本文将跨境支付平台置于全球合规制度演进的框架中进行探讨，关注其合法性、数据治理能力与平台责任义务。研究认为，构建合规性不仅依赖法律制度的完善，还需依托技术创新和国际协同治理。文章旨在为我国构建具有前瞻性和科技适配能力的跨境支付监管框架提供理论基础与政策参考。

Abstract: With the increasing integration of Internet finance and international trade, cross-border payment systems have become vital for global capital mobility and trade facilitation. This paper systematically reviews recent academic advances in the fields of FinTech regulation, data governance, and compliance mechanisms, especially from interdisciplinary perspectives combining law, economics, and information science. It aims to examine the evolution of legal and regulatory frameworks affecting cross-border payment platforms, identifying emerging trends and institutional gaps. The study highlights that regulatory compliance depends not only on legal enforcement but also on technological innovation and multilateral cooperation. The paper provides theoretical grounding and policy recommendations for improving China’s regulatory framework in the context of digital globalization.
