自贸试验区建设对电商创新发展的影响研究

摘要: 本文探究了自贸试验区建设对所在地区电商创新发展的影响。采用了2005~2020年中国269个地级市的数据,将研究范围扩展至第五批建设的40个自贸试验区城市,结合双重差分法评估了自贸试验区建设对电商创新发展的影响。选取地区电商企业专利作为衡量创新水平的指标。实证研究表明,自贸试验区的建设对地区电商创新产出有显著影响。地区对科学技术支出等创新支持以及地区人才数量的增长对电商创新同样存在促进作用。政府除了需要完善自身职能,市场管理制度,创新基础设施建设和金融创新之外,还要加大创新政策扶持并利用外来创新资源。同时,自贸试验区创新发展效应存在地区异质性,沿海型自贸试验区设立所带来的创新效应高于内陆型自贸试验区,两者受到自贸试验区建设带来创新影响差距显著。根据研究结论,提出政策建议:第一,深化自贸试验区制度创新,强化对电商领域创新的激励与专利转化。第二,优化人才政策传导机制,通过产学研协同与技能培训提升创新效能。第三,加大政府科技支出,提高财政资金对电商创新的支持效能。第四,因地制宜推进区域协同,沿海地区侧重吸引高端要素,内陆地区加强资源整合,并重视非省会城市潜力,以缩小区域创新差距。
Abstract: This paper explores the impact of the construction of free trade zones on the innovative development of e-commerce in the regions where they are located. It uses data from 269 prefecture-level cities in China from 2005 to 2020, expanding the scope of the study to the 40 cities where the fifth batch of free trade zones were established. By applying the difference-in-differences method, it assesses the impact of the construction of free trade zones on the innovative development of e-commerce. The number of patents held by regional e-commerce enterprises is selected as an indicator to measure the level of innovation. The empirical research shows that the construction of free trade zones has a significant impact on the innovative output of e-commerce in the regions. The increase in regional support for innovation, such as expenditure on science and technology, and the growth in the number of talents in the region also promote the innovation of e-commerce. In addition to improving their own functions, market management systems, innovation infrastructure construction and financial innovation, the government also needs to increase policy support for innovation and make use of external innovation resources. At the same time, the innovative development effect of free trade zones shows regional heterogeneity. The innovative effect brought by the establishment of coastal free trade zones is higher than that of inland free trade zones, and the gap in the impact of free trade zone construction on innovation between the two is significant. Based on the research conclusions, the following policy recommendations are proposed: First, deepening the institutional innovation of free trade zones and strengthening the incentives and patent conversion in the e-commerce field. Second, optimizing the mechanism for transmitting talent policies, and enhancing innovation efficiency through industry-university-research collaboration and skills training. Third, increasing government spending on science and technology and improving the efficiency of fiscal funds in supporting e-commerce innovation. Fourth, promoting regional coordination based on local conditions. Coastal areas should focus on attracting high-end elements, while inland areas should strengthen resource integration and pay attention to the potential of non-provincial capital cities to narrow the regional innovation gap.
