基于2024年长沙市食品生产许可现场核查情况分析及思考
Analysis and Reflections on the On-Site Verification of Food Production Licensing in Changsha City in 2024
摘要: 目的:分析2024年长沙市食品生产许可现场核查数据,梳理企业共性问题及成因,提出优化建议,助力监管效能改进与企业质量提升。方法:基于长沙市360家次食品生产许可现场核查记录,依据国家法规和规章,采用《现场核查评分记录表》对生产场所、设备设施等6大类34项指标进行统计分析,重点分析基本符合项(1分/0.5分)与不符合项(0分)分布。结果:问题集中于生产场所(库房管理、清洁度)和设备设施(通风、排水),其中条款4.2 (人员培训)问题项最多(161条),1.3.2 (库房分区和物料标识)为不符合项主要来源(19条)。结论:强化企业主体责任与法规培训;提升审评员专业水平与执法能力;构建信息化核查平台与前置辅导。
Abstract: Objective: To analyze the on-site verification data of food production license in Changsha in 2024, sort out common problems of enterprises and their causes, put forward optimization suggestions, and help improve regulatory efficiency and enterprise quality improvement. Methods: Based on the on-site verification records of 360 food production licenses in Changsha, and in accordance with national laws and regulations, the on-site Verification Score Record Form was used to conduct statistical analysis on 34 indicators in 6 categories such as production sites and equipment facilities, with a focus on analyzing the pass rates of basically conforming items (1 point/0.5 point) and non-conforming items (0 points). Results: The problems concentrated on production sites (warehouse management, cleanliness) and equipment facilities (ventilation, drainage). Among them, clause 4.2 (personnel training) had the most problem items (161 items), and 1.3.2 (warehouse zoning and material identification) was the main source of non-conforming items (19 items). Conclusion: Strengthen enterprises’ main responsibilities and regulatory training; improve the professional level and law enforcement capabilities of reviewers; build an information-based verification platform and pre-location guidance.
