江苏涉海科技创新平台与海洋经济深度融合问题与对策

Problems and Countermeasures for the In-Depth Integration of Jiangsu’s Marine-Related Sci-Tech Innovation Platforms with the Marine Economy

摘要: 海洋强省建设背景下，江苏涉海科技创新平台与海洋经济深度融合是推动海洋经济高质量发展的核心路径。本文通过文献研究、案例分析及比较研究法，系统探讨二者融合发展问题。研究表明，江苏已构建多层次涉海科创平台体系，海洋经济稳步增长，融合初见成效，但仍存在平台支撑能力不足、协同机制不畅、产业适配性不够及政策环境待优化等问题。基于此，从优化平台布局、健全协同机制、精准对接产业、完善政策保障及借鉴先进经验五个维度，提出深度融合对策，为江苏海洋强省建设提供理论支撑与实践指引。

Abstract: Against the background of building a strong marine province, the in-depth integration of Jiangsu’s marine-related scientific and technological innovation platforms and the marine economy is the core path to promote the high-quality development of the marine economy. Using literature research, case analysis and comparative research methods, this paper systematically explores the issues of their integrated development. The research shows that Jiangsu has built a multi-level system of marine-related scientific and technological innovation platforms, with steady growth of the marine economy and initial results in integration. However, there are still problems such as insufficient platform support capacity, poor collaborative mechanisms, inadequate industrial adaptability and a need for optimized policy environment. Based on this, countermeasures for in-depth integration are proposed from five dimensions: optimizing platform layout, improving collaborative mechanisms, accurately connecting with industries, improving policy guarantees and learning from advanced experiences, so as to provide theoretical support and practical guidance for the construction of Jiangsu as a strong marine province.
