低空经济发展规划——以广州市海珠区为例
Low-Altitude Economy Development Planning—A Case Study of Haizhu District, Guangzhou
摘要: 低空经济作为以低空空域为依托、以无人机和电动垂直起降飞行器(eVTOL)等航空器为载体、通过技术创新和产业融合带动发展的新型经济形态,已成为培育新质生产力的重要领域。本文以广州市海珠区为案例,采用文献分析、SWOT分析和政策评估方法,系统探讨低空经济的发展规划。研究发现,海珠区拥有区位优势、产业基础和政策支持,但面临产业链不完整、基础设施不足、人才缺乏等挑战。基于此,本文提出以“技术创新–场景应用–政策协同”为核心的发展框架,设定2026年、2028年和2030年三阶段目标,重点发展低空制造、运营服务和基础设施领域。实施路径包括强化研发投入、培育产业生态、拓展应用场景和优化保障机制。本研究为区域低空经济发展提供理论指导和实践参考,助力粤港澳大湾区低空经济示范区建设。
Abstract: The low-altitude economy, a new economic model leveraging low-altitude airspace and utilizing aircraft such as drones and electric vertical takeoff and landing (eVTOL) vehicles to drive development through technological innovation and industrial integration, has become a crucial domain for cultivating new quality productive forces. This paper systematically explores the development planning of the low-altitude economy using Haizhu District, Guangzhou as a case study, employing literature analysis, SWOT analysis, and policy evaluation methods. Research reveals that Haizhu District possesses locational advantages, industrial foundations, and policy support, yet faces challenges including an incomplete industrial chain, inadequate infrastructure, and talent shortages. Based on this, the paper proposes a development framework centered on “technological innovation-scenario application-policy coordination”, setting three-phase targets for 2026, 2028, and 2030, with a focus on advancing low-altitude manufacturing, operational services, and infrastructure sectors. Implementation pathways include strengthening R&D investment, cultivating industrial ecosystems, expanding application scenarios, and optimizing support mechanisms. This study provides theoretical guidance and practical references for regional low-altitude economic development, contributing to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area Low-Altitude Economy Demonstration Zone.
