医疗救助申请中行政负担的影响因素研究

摘要: 医疗救助制度作为我国医疗保障体系的最后一道防线和社会救助体系的重要组成部分,在维护低收入群体健康权益方面发挥着不可或缺的作用。然而,随着医疗改革的持续推进和社会救助制度的不断完善,低收入人口在医疗救助申请过程中仍面临诸多困难。这些困难可能阻碍农村低收入人口有效利用医疗救助服务,进而对其健康福祉和社会公平造成负面影响,因此,有必要对这些问题进行深入研究并提出改善策略。本研究以委托–代理理论为切入点,通过对学习负担、合规负担和心理负担三个维度的分析,系统性地识别了影响公民获取医疗救助服务行政负担的关键因素。在此基础上,本研究从学习负担、合规负担、心理负担三个维度提出改进建议并分析建议的可行性,旨在优化医疗救助服务流程,减轻申请人的行政负担,确保医疗救助制度的有效运行,助力解决农村低收入人口“因病致贫、因病返贫”的困境,从而促进实现共同富裕的社会目标。
Abstract: As the last line of defense of China’s medical security system and an important part of the social assistance system, the medical assistance system plays an indispensable role in safeguarding the health rights and interests of low-income groups. However, with the continuous advancement of medical reform and the continuous improvement of the social assistance system, low-income people still face many difficulties in the application process of medical assistance. These difficulties may hinder the effective use of medical assistance services by rural low-income people, which in turn has a negative impact on their health and well-being and social equity. Therefore, it is necessary to conduct in-depth research on these issues and propose improvement strategies. Based on the principal-agent theory, this study systematically identifies the key factors affecting the administrative burden of citizens’ access to medical assistance services through the analysis of the three dimensions of learning burden, compliance burden and psychological burden. On this basis, this study puts forward suggestions for improvement from the three dimensions of learning burden, compliance burden and psychological burden, and analyzes the feasibility of the suggestions. It aims to optimize the medical assistance service process, reduce the administrative burden of applicants, ensure the effective operation of the medical assistance system, and help solve the plight of rural low-income people’s “poverty caused by illness and returning to poverty due to illness”, so as to promote the realization of the social goal of common prosperity.
