微更新如何触发大变革?——广州市“口袋公园”建设的政策网络分析
How Can Small Updates Trigger Major Change?—A Policy Network Analysis of Guangzhou’s “Pocket Park” Development
摘要: 在中国城市发展从“增量扩张”迈向“存量提质”的转型阶段,以“口袋公园”为代表的微更新已成为推动城市治理现代化的重要实践。通过政策网络理论,构建了“结构–过程–效能”三维分析框架,并选取广州市D与Y两个典型案例,系统阐释微更新如何通过差异化的治理网络触发城市治理的系统性变革。研究发现:第一,政策网络具有显著的权变性,可适配形成“政府主导–社会参与”与“多方协作–功能复合”等不同模式;第二,微更新通过“由内而外”的文化认同修复与“由外而内”的技术协同创新双路径,共同推动治理结构、政策范式与制度体系三重变革;第三,治理效能的关键在于“目标–网络–工具”三者的精准匹配。研究为理解中国语境下城市微更新的治理逻辑提供了机制性解释,也为其他城市推动精细化治理与可持续更新提供了可操作的“广州经验”。
Abstract: As China’s urban development transitions from “incremental expansion” to “quality enhancement of existing stock,” micro-renewal initiatives—represented by pocket parks—have become crucial practices for advancing modern urban governance. Drawing on policy network theory, this study constructs a three-dimensional analytical framework encompassing “structure, process, and efficacy.” Using two representative cases in Guangzhou (D and Y), it systematically elucidates how micro-renewal triggers systemic transformations in urban governance through differentiated governance networks. The study reveals: First, policy networks exhibit significant contingency, adapting to form distinct models such as “government-led with social participation” and “multi-stakeholder collaboration with functional integration.” Second, micro-renewal drives triple transformations in governance structures, policy paradigms, and institutional systems through dual pathways: “inward-outward” cultural identity restoration and “outward-inward” technical collaborative innovation. Third, governance effectiveness hinges on the precise alignment of “objectives networks tools.” This study offers a mechanistic explanation for understanding the governance logic of urban micro-renewal in the Chinese context, while also providing an actionable “Guangzhou experience” for other cities pursuing refined governance and sustainable renewal.
