基于OBE理念的《财政学》课程思政“四位一体”融合教学模式的构建与实践

摘要: 本文以OBE教育理念为指导,以“学生中心、产出导向、持续改进”为核心原则,通过系统化的教学改革,针对《财政学》课程思政教学中存在的现实问题,构建了“内容重构–方法创新–评价改革–技术赋能”“四位一体”的融合教学模式,有效破解了专业课程与思政教育“两张皮”的难题,实现了价值塑造、知识传授和能力培养的有机统一。这一模式的核心价值在于其系统性、科学性、实效性和推广性,不仅显著提升了学生的学习体验和综合能力,提高了学生的家国情怀和社会责任感,也为同类课程的思政建设提供了可借鉴的范例。当然,课程思政建设是一个持续深化、不断完善的过程。未来,将继续坚持OBE理念,进一步深化教学内容、教学方法、评价机制改革,不断提升《财政学》课程思政的教学质量和育人成效。
Abstract: Guided by the OBE (Outcome-Based Education) philosophy and adhering to the core principles of “student-centeredness, output orientation, and continuous improvement”, this paper addresses the practical challenges in integrating ideological and political education into the course “Public Finance” through systematic teaching reforms. It constructs a four-in-one integrated teaching model of “content restructuring, method innovation, evaluation reform, and technological empowerment”, which effectively resolves the problem of “two skins” between professional courses and ideological and political education and achieves the organic unity of value shaping, knowledge impartment, and competence development. The core values of this model lie in its systematicness, scientificity, effectiveness, and extensibility. It not only significantly enhances students’ learning experience and comprehensive abilities, but also strengthens their sense of national identity and social responsibility, thereby providing a replicable example for the ideological and political construction of similar courses. Undoubtedly, the development of ideological and political education in courses is a process of continuous deepening and improvement. In the future, we will continue to uphold the OBE philosophy, further deepen reforms in teaching content, methods, and evaluation mechanisms, and constantly improve the teaching quality and educational effectiveness of ideological and political education in the “Public Finance” course.
