网络化治理视角下社区电商最后一公里的公共责任分担研究
A Study on the Sharing of Public Responsibilities in the Last Mile of Community E-Commerce from a Networked Governance Perspective
摘要: 当前,我国社区电商最后一公里服务的快速发展在便利居民生活的同时,也引发了空间争夺、安全风险与权益纠纷等一系列公共治理问题,其核心在于平台、物业、社区及消费者等多元主体间的公共责任配置失效与协同机制缺失。本研究基于网络化治理理论,通过对政策文本与平台协议的系统分析,揭示出制度供给滞后与平台责任规避是导致社区电商发展实践中责任链条断裂与协同失败的主要原因。为破解此困境,基于网络化治理理论,通过对政策文本、平台协议的系统分析,发现制度供给的滞后与平台企业的责任规避是导致社区电商发展实践中责任链条断裂与协同失败的主要原因,因此,破解社区电商发展困境的关键在于构建一个制度化的协同治理网络,通过凝聚多元主体的公共价值共识、搭建协商平台、创新激励机制、建立信息共享与监督机制等路径,推动公共责任向有序共担发展,从而为促进社区数字新业态的健康发展提供治理方案。
Abstract: Currently, the rapid development of last-mile community e-commerce services in China has brought convenience to residents’ lives while also triggering a series of public governance issues, including spatial competition, security risks, and rights disputes. At its core lies the failure of public responsibility allocation and the absence of coordination mechanisms among multiple stakeholders, including platforms, property management companies, communities, and consumers. This study, grounded in networked governance theory, systematically analyzes policy texts and platform agreements to reveal that lagging institutional supply and platform responsibility avoidance are the primary causes of broken responsibility chains and failed coordination in community e-commerce practices. To address this dilemma, based on networked governance theory and through systematic analysis of policy texts and platform agreements, this study identifies the lag in institutional supply and platform companies’ avoidance of responsibility as the primary causes of broken responsibility chains and failed coordination in community e-commerce development practices. Therefore, the key to overcoming the challenges in community e-commerce development lies in constructing an institutionalized collaborative governance network. This involves fostering public value consensus among diverse stakeholders, establishing negotiation platforms, innovating incentive mechanisms, and implementing information-sharing and oversight systems. Such approaches will promote the orderly sharing of public responsibilities, thereby providing a governance solution to foster the healthy development of new digital business models within communities.
