城市更新背景下的社区嵌入式养老服务模式研究

Research on the Community-Embedded Elderly Care Service Model in the Context of Urban Renewal

摘要: 在中国加速进入老龄化与城市化叠加的历史阶段，养老问题日益成为城市治理的重要议题。传统的家庭养老和机构养老模式在现实中暴露出功能弱化、成本高与适应性不足等问题，难以回应老年群体多样化、层次化的需求。在此背景下，社区嵌入式养老作为一种兼具空间便利性与服务综合性的模式逐渐兴起，展现出缓解养老压力、优化公共服务的现实潜力。本文以“人民城市为人民”的理念为价值支点，从城市发展与社区养老的内在关系、传统养老模式的结构性不足以及人民城市理念推动下的路径探索三个层面展开论述。社区嵌入式养老通过制度嵌入、资源整合与智慧化发展，能够有效回应“居家化、普惠化、个性化”的养老需求，推动养老服务由“数量扩张”向“质量提升”转型。结论指出，社区嵌入式养老不仅是养老模式的制度创新，也是城市治理现代化的具体体现，其发展将为实现人民城市理念和中国式现代化提供重要的实践支撑。

Abstract: As China accelerates into the historical stage where population aging and urbanization intersect, elderly care has increasingly become a key issue in urban governance. Traditional elderly care models, namely family-based care and institutional care, have exposed such practical problems as weakened functions, high costs and poor adaptability, failing to meet the diversified and hierarchical demands of the elderly group. Against this backdrop, community-embedded elderly care, a model featuring both spatial convenience and service comprehensiveness, has gradually emerged and demonstrated practical potential to alleviate the pressure of elderly care and optimize public services. With the philosophy of “the people’s city is for the people as its value anchor”, this paper elaborates on three aspects: the intrinsic relationship between urban development and community-based elderly care, the structural deficiencies of traditional elderly care models, and the path exploration driven by the philosophy of the people’s city. Through institutional embedding, resource integration and smart development, community-embedded elderly care can effectively meet the elderly care demands of being home-based, inclusive and personalized, and promote the transformation of elderly care services from quantitative expansion to qualitative improvement. The conclusion points out that community-embedded elderly care is not only an institutional innovation in elderly care models, but also a concrete embodiment of the modernization of urban governance. Its development will provide important practical support for the realization of the philosophy of the people’s city and Chinese modernization.
