数字化转型下区域老年大学“教学评”协同模式的构建与试点研究
Construction and Pilot Study on the Collaborative Mode of “Teaching, Learning and Assessment” in Regional Universities for the Elderly under the Background of Digital Transformation
摘要: 随着数字中国战略同积极应对人口老龄化国家战略不断融合,区域老年大学数字化转型,已然成为构建服务全民终身学习体系的关键一环。目前,在实践操作层面存在教学、学习及评价环节间相互脱节现象,且数字化应用也常浮于表面。本文立足北京某区属老年大学开展调查研究,为构建以数据驱动为核心的“教学评”协同新模式,从区域老年大学“教学评”协同模式的理论构建入手,结合“教学评”协同模式试点研究设计及实施,提出构建多维度评价机制,进一步“教学评”协同模式的成效、挑战与深层机理,从顶层设计、资源整合、师资激励、评估创新以及成果转化五个维度提出系列政策建议,以确保该模式可复制并能够实现可持续发展,进而为区域老年教育迈向高质量发展给予理论层面及实践层面的框架支撑。
Abstract: With the deep integration of the Digital China strategy and the national strategy of actively responding to population aging, the digital transformation of regional universities for the elderly has become a key component in constructing a lifelong learning system for all. At present, in practical operation, there is a disconnection among teaching, learning and assessment links, and the application of digital technologies often remains superficial. Based on an investigation and research conducted at a district-managed university for the elderly in Beijing, this paper aims to construct a new data-driven collaborative mode of “Teaching, Learning and Assessment”. Starting with the theoretical construction of this collaborative mode for regional universities for the elderly, and combined with the design and implementation of its pilot study, the paper proposes the establishment of a multi-dimensional evaluation mechanism, and further analyzes the effectiveness, challenges and underlying mechanisms of the “Teaching, Learning and Assessment” collaborative mode. A series of policy recommendations are put forward from five dimensions: top-level design, resource integration, teacher incentives, assessment innovation and achievement transformation, so as to ensure the replicability and sustainable development of the mode, thereby providing theoretical and practical framework support for the high-quality development of regional elderly education.
